ISCSI target not connecting after reboot

Problem with ISCSI targets not connecting after server reboot.
Here some specification first.
Server is Windows server 2019 Standard
NAS1 and NAS2 are both the same
Firmware: 6.10.5 hotfix 1
Server has three iscsi targets to NAS1 and two for NAS2. Everything works and if server is booted everything goes connected.
So before any changes were made these were working.
Now I was tasked to create CHAP secrets for every LUN and have the targets connect again.
So I created CHAP secret at NAS and at server I disconnected target and connected again with same secret I just added to NAS.
And it works, Target is now connected. I did this same procedure to NAS1 and NAS2 targets. Everything is now connected.
Here I iniated server reboot to test if the Targets actually Connect and to my suprise all of them were in reconnecting state. None of them connecting. I disconnect the target and try to add again with secret I just used it to connect before booting....it fail authentication. I add the same secret to NAS and try connecting target at server and now it connects. With same secret I used before. I did this with every Target and now as I typed same secret as it was before to NAS and used it at server to the target , every target is now connected, but after reboot they are reconnecting state and fails authentication.
At this point I did research and I was told to remove the favorite setting at iscsi initiator and connect again now recreating the favorite.
I did that and now after reboot only one connection to NAS1 and one connection to NAS2 was succesfully connected and rest are reconnecting... again if I manually try to connect it fails saying cant authenticate. If you once again go in NAS and add the same secret it was before, save and now go to server and use the same secret as before, it connects...only to fail connection if server is rebooted. (now after favorite removal and adding again, only 2 targets connect automatically)
I have another server where there is one target to NAS2 and it also has CHAP secret and it connects automatically if server is rebooted.
So Im forced to removed the CHAP secret need in NAS1 and NAS2 and now iscsi targets reconnect succesfully if server is rebooted.
But I need to apply the CHAP secrets and get every target to connect state if server is rebooted.
Any idea what is happening here?

I went through my documentation again and here is how it went after enabled CHAP in nutshell. It was not reconnecting but it was Inactive. Inactive because failed authentication it seems
Add secret "TESTPASS" to NAS
connect Target at Server using "TESTPASS" CHAP secret
Target Connected
Reboot
Target Inactive
Manually try to connect -> Authentication fail
Add secret "TESTPASS" to NAS (there is a secret already so I just overwrite with same secret)
connect Target at Server using "TESTPASS" CHAP secret
Target Connected
Reboot
Target Inactive
Manually try to connect -> Authentication fail
and Im at loss....
