Why did you put the html file in there? That file is just the release notes and irrelevant for attemping USB Boot Recovery. Remember USB Boot Recovery wipes the internal flash and puts a copy of the firmware onto it (the firmware is the .img file). If this mismatches what's on the disks then the system will attempt to address this on the next normal boot.
Did you remember to run the tool as an Administrator (Right click on the exe and select Run as Administrator)?
Did you download the logs using RAIDar and review them to get an idea as to why the management service is offline?
There are multiple possibilities for why the management service might be offline. Some of those may be addressed by updating the firmware but others would not.
Did you try going to https://ip.address.of.nas/fwbroker to see if you can access that page?
