If your power supply's fan is 40mm diameter, it's probably 20mm thick. Noctua fans are really nice, but as far as I know, they only sell one 40mm fan and it's only 10mm thick... So it will fit, and you'll certainly be able to make it quieter than the current fan, but it might not cool as well. Still, it'll probably cool better than no fan at all.
