So, I had a problem occur when I uninstalled a community app (note: do NOT install HippPlay!) and it totally hosed my NAS, removed app my apps, removed all my data files, and messed with my config. ...

An OS reinstall will reinstall the OS, but will preserve almost all settings. The IP configuration is reset to DHCP, and the admin password is reset to "password". Everything else should be preserved.
It is worth trying, though if you've added more data, I'd update the backup first.
If it doesn't work, try Netgear support.
Of course as a last resort you could also do a full factory reset and rebuild the NAS from scratch.
