The only source I know of is Netgear. Contact Netgear Tech. Support. The Netgear Store shows the tray as for the NV/NV+. If you enter NV+ tray or NVX tray it will take you to the same tray.
A post in this thread by fbmachines (next to last post) states he just purchased a new NV+ (Jan, 2010) and it had the new style trays. There have been posts of member contacting Tech. Support about a defective tray and getting the new style.
There has also apparently been a part number change. In the above referenced thread, the part number is listed as RNDTRAY-10000S, whereas on the Netgear store the part that comes up is RND4TRAY1. Third party stores have listings for the RNDTRAY-10000s, but are either listed as out of stock or special orders. Interestingly those with out of stock, many show the RDN4TRAY1 as in stock, but the image (if they have one) is the older gray handle with round button style.
Some of the older trays may still be in the pipeline as well as NV+ units with the old tray still in the pipeline. For this reason, if I really wanted just the new style is to contact Tech Support and tell them precisely what you want. I don't know that I would order all 4, maybe one to see that I got what I really wanted.
There is a third party source for the screws only in the U.S. They were referenced in another thread, and are a little longer than the stock Netgear screws and are not stainless steel, but will apparently work just fine. They are actually for Dell drive trays, and have the flat head, the same thread, but are 1/4" long rather than the Netgear's 4mm. The holes in the bottom of the drive frame should be deep enough since I have used screws that are at least 5/16" long in them (not in an NAS application, but in a desktop).
