The fan speed should automatically reduce gradually if the temps fall and remain below a threshold.
The Ultra 4 fan needs to run reasonably quick to keep the PSU cool.

heat will shorten hard drive life, also affect cpu, motherboard, memory and power supply longevity
suggest not even think about reducing fan speed

Well you are just stating the obvious.
System temperature is 30c, cpu is 41 and the fan is too loud.
There is absolutely no issue if it would run at 40c + 50c.
So again, is there a way to reduce fan speeds at idle?
