I am now back up and running.
The piece that I was missing was that the Image to write to the CF, is the same as the update file that would be downloaded to the NAS during an "Update". Not the TFTP image or USB image.
During all my thrashing about, I did find a new Raw Write utility that works with Windows 7.

Its not real fancy but it was easy and it worked.
