ReadyNAS bandwith drops to 0% for multiple users

I have many NASs on site including 2 NetGear ReadyNAS. An older 2100 and a new 2120E. When more than 1 users accesses the 2100 at the same time the bandwidth is shared equally. When 1 user downloads from the 2120 they get 100% of the bandwidth. When the second user starts a download on the 2120 the first users bandwidth drops to between 0-2% and the second user gets 98% !!

Does anyone know how to fixx this issue ???

I've updated the 2120 to 6.6.1 firmware.

The Antivirus is disabled (I read a lot of people have performance issues with it)

The 2120 is basically empty right now (5.2 TB FREE)

Thanks.

Switch off everything from the list below, which might be applicable. After done and you see improvement in performance, bring back features one-by-one to uncover the culprit.

    (203) do not have antivirus service enabled (already done; I understand)
    (204) do not have ftp service enabled, if not urgently needed
    (205) do not have afp service enabled in case your macs only need to access a windows share
    (206) do not have nfs service enabled in case your linux machines (includes android) only need to access a windows share
    (207) do not have bitrot protection enabled; if you must, do not enable compression, though
    (208) do not have quota for volumes enabled
    (210) do not install any app
    (213) do not enable disk spin-down
    (214) do not enable snapshots for your volumes
