"...both 1 and 2 are blinking green and alternating slowly..." - definitely memory error.
Why am I so sure?
I just tried to replace the original 256 Mb memory with a spare 512Mb SODIMM DDR memory, got the same "disk leds alternate blinking" result (and NAS refusing to start), switched back to original memory - everything working again. The scenario was then reproduced with the same result.
