Jumbo frames certainly shouldn't be enabled on fast ethernet, and generally turning flow control on is a good idea.

Why do you need sftp on your local network?
I've never used sftp with the NAS, though I have used ftps for over-the-internet transfers. Speeds are definitely slower than SMB.

sftp because I'm lasy. :D I installed after factory reset only the ssh and nothing else until I don't have a right speed. :)

If you're getting 11 MB/s with SMB/CIFS/NFS, then the network setup is fine.
Lower speeds with rsync and ftp (all flavors) are expected. I suspect FTP speeds could be improved (they might even be throttled in the .conf). Not sure about sftp.
