I have tried hot insertion, Off insertion and Factory reset with all bays populated.
I picked up a used Ultra4 with the same issue. Many SATA drives will not spin up if there is no valid SATA connection, so it may not be power, even though the drive doesn't spin up. On mine, power was definately not the issue.
It was the SATA backplane that was bad on mine. I tried a little bit to troubleshoot the backplane, but gave up. Instead, I swapped a backplane out of another machine. The backplanes for the NV. NV+ (V1), NVX, and Ultra4 are identical, so I can't imagne that the Pro4 is any different. NOTE: The NV backplane did have some decoupling caps installed that the others did not, probably because drives of that era drew a lot more start-up current. Or maybe Netgear considered them overdesign where Infrant did not.
Of course, I had already had a retired old machine for the swap. Buying one for a swap does carry some risk that it's the SATA controller on the main board, not the backplane, that's the issue. And a lot of folks seem to think and old NV or NV+ is worth a lot more than it is. If I didn't have the ready replacement, I might have tried more roubleshooting; but without a schematic, it would be a bit tough.
Given that Netgear won't repair units not under warranty, I wonder if they could be pursuaded to make schematics for legacy units available. Of course, then replacement parts would be the next issue.
