ReadyNAS NV+ stuck at 0% resync

Do you have a backup?
If not you should consider contacting Netgear support for paid support , otherwise try these things/ answer these questions.
Did you have ssh enabled?
I would wait for 24 hours and see if any progress is made.
If not I would power down then do an OS reinstall using the boot menu:

If that does not work, power down, remove and test all disks using vendor tools. Remember to label them according to slot number and do not power on again until they are all back in.
Buy yourself an uninterruptible power supply.
