Hi jcoomans,
Try to connect the new drive to a PC then format it to NTFS format. Afterwards, insert it again to bay 3 of your ReadyNAS Pro 4 then observe if it will rebuild the volume automatically when inserted.

I suggest rebooting the NAS first. If the status doesn't change, then remove the drive (NAS running) and hot-insert it. Be very careful to remove/reinsert the correct drive.
If that fails, then try the PC formatting.

Tried hot-swapping and then restarting. No effect. I'll try formatting now.

Hmmm. . .I followed your advice, pulled the new drive, and used my PC to successfully format it as NTFS. Re-inserted the drive, saw that it was detected and tested, and then got the same message that the volume would be rebuilt with Drive 3, but nothing happens. Rebooted, and same result, "volume will be rebuilt with Drive 3," but nothing happens.

Perhaps hover the mouse over the green disk circles (either in RAIDar or on the nas admin UI), and see if it gives you more status.
You might need support's help on this.
