You can't downgrade. Your OOM issue is related to 6.7.0. Look at the release notes of 6.7.1 Beta 1.
thank you, so is that saying that the OOM is what is stopping the encryption key enumeration process that is hanging the boot up? how can i check that this is the problem and not the quota/snapshot issue that i have read other are having?

That is saying that the NAS may run into OOM condition, encryption key or not. I just hit it with mine.
That's one obstacle. I'm not saying using 6.7.1 beta 1 is going to solve all your problems, but it's supposed to solve this one (OOM).
ok, guess i have two issues then, one being the OOM and the second is that the NAS will not boot with the encryption key in the usb port. if i remove the usb, the NAS will boot after its timeout of lookig for the usb encryption key, but the volume is not accessable to disable the quotas/snapshots, if that is what is causing the non-boot issue. so is there a set of SSH commands to see if the quota/snapshot issue is what is causing my problems?
If you're ok with running a beta F/W, I think the easier way is to upgrade to 6.7.1 Beta 1, so you don't have to worry about the quotas for now. (6.7.1 Beta 1 is supposed to fix the OOM issue)
Then you can focus on the encryption key issue.
Alternatively, you may contact NETGEAR Support so they help you with addressing both issues at the same time.
