It could be a failed power supply. This can be replaced.
I suggest unplugging it and removing the disks (labeling them by slot, so you know where they go). Then power up diskless, and see if you see the same behavior.

ok thanks Stephen ill give that a go
i neglected to mention that the nas was operating on a UPS and would have shutdown when the battery got to 20%, does this have any bearing on the fault ?

ok stripped the unit down removing the PSU for testing since it continued to exhibit the same fault with all drives removed.
on testing the PSU (with a PSU tester), only the 5v was present. 3v and 12v are dead rails.
looks like a replacement is needed. are there any good recommended alternative (or modded) PSU's I can tinker with ?

That should have provided some protection. Still a power surge might have reached the PSU when the power failed.
