Nope, that's not the way it works. The router has no knowlege that you've set a static IP on a device -- it believes that IP to be available for assignment unless you conjfigure the static IP outside of the range you've allowed for DHCP in the router or reserve it. That's one reason address reservation in the router is a better way to go (it actually makes no sense to do that and set a static IP, though I mentioned that possibility earlier). The other advantage is that if you change the router and the new one uses a different subnet, you don't lose access to the NAS because it's on the wrong one.
