No, it makes no difference. I've read that apparently there was an issue with the 6.4 update, and if I remember, that is the one I tried to install..?

Some users needed to try multiple USB drives before they found one that worked.

Does it make a difference what firmware I try to use with the OS recovery tool? The help article makes it seem it has to be the same one as the previous failed attempt, but I've been using the most recent one.. Could that be the issue?

When you perform the USB Boot Recovery does the NAS power off when done?
It shouldn't make a difference between 6.4 and 6.5.1.
But between 6.2.5 and 6.4/6.5 it wouldn't be advisable.
