RN104 shows "prepare_creds+2c" after update to 6.5.1

I have 2 x RN104. Upgrading from 6.4.2 to 6.5.1 using the Admin page in IE worked fine on one of them, the other is stuck on rebooting with the power button flashing and this error on the LCD display...
