The RN104 certainly isn't enough - its an entry level ARM product.
The RN314 can run 32 bit VMs if you install VirtualBox. The RN516 supports VT-x, so it can run 64-bit VMs.
Not sure about the performance in a production environment, as I have no personal experience with running VMs on either platform.
