RN31200 stuck in power cycle loop

Without the disks, it powers up as soon as its connected to power (which is new, by the way, I usually had to press the power button first), and it stays on, but the power button LED flashes. I can shut it off by holding down the power button for four seconds. If I disconnect it from power (while off) then reconnect it, it powers on automatically.
I can't tell if the chassis is broken, or if the disks are corrupt. I have a spare chassis that's being brought up from storage.
