I would just confirm that all Vista related performance issues were solved on my Notebook after I changed the NetworkThrottlingIndex registry key value to 70 (Decimal)
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile\
Name : NetworkThrottlingIndex
