[LB2120 successor] - Add a list of preferred cell IDs to which the modem tries to connect first

Add a list of preferred cell IDs/tower to which the modem tries to connect first (entries are added manually by the user). My LB1111 after startup connects automatically to a nearby tower which delivers very bad throughput, until the modem realizes 15 minutes later that the tower a little bit further is 10x more performant…I understand that the modem picks the cell with the best signal strength at first, but it’s not always the one which provides the best usable bandwidth.
