"donate video" command needs to ask for more information

The "Donate" command can't possibly help you do machine learning unless the app also asks for why the video is being donated.  For example, if I donate a video of car lights sweeping across my driveway, then I also need to be able to specify that it was "car lights", and that I want to be able to ignore those in the future.  So I can't see how "Donate" does anything useful.

This isn't limited to just Arlo Smart. The Donate feature allows users to provide videos to the engineering team for overall research and development efforts.
