Can I turn my device on with my mobile app?

Depends on exactly what you mean. There are various ways to turn a camera on - your modes which use motion detection, the On/Off slider in Settings, My Devices, your camera, and by using live view in the Devices tab. For the latter, be aware that recording will not happen unless you manually record.
