Determined how, exactly? As usual, showing actual actions with their
actual results (error messages, LED indicators, ...) can be more helpful
than vague descriptions or interpretations.

Are you connecting both devices at the same time, or moving one
device from one port to another?
The C6220 can be configured as a modem+router, in which case you
should be able to use both LAN Ethernet ports simultaneously. In that
mode, your client device(s) should get an IP address like
"192.168.0.X".
It can also be configured as a modem-only, in which case only one
device can work at a time. In that mode, your client device should get
an IP address from your ISP, and that address would be something unlike
"192.168.X.Y".
Visit http://netgear.com/support , put in your model number, and look
for Documentation. Get the User Manual. Look for "Change the Router
Mode". Additional reading might also have some benefit.
