Dynamic IP not changing!

I tried contacting my ISP (Cox Communications) and they said to disconnect and reboot my internet. I did that and my IPV4 address did not change at all. My goal is to have it changed, but it's not doing that. I tried restarting the internet through the modem's login, nothing. Disconnected all cords, nothing. Plugged my ethernet cabled connected to my PC into my router (Google home), nothing. I have been checking through https://whatismyipaddress.com/ and through ipconfig, but I always get the same results. I even disconnected my modem for some time, but still... nothing happened.

 

I am using the C3000 modem which is connected to my computer through ethernet cable. My ISP garaunteed dynamic IPs, but it cannot work for me. Will someone please help me get my dynamic IP working, thank you. My guess is that it's the modem that I have.

       Why do you care?

       Having a dynamic IP address means that your ISP does not guarantee
    that your IP address will not change.  It does not mean that your ISP
    guarantees that your IP address _will_ change.

       What, exactly, does "some time" mean to you?

     

       You could try leaving your modem disconnected/off for a longer time.
    (Hours?  Days?)
