I'm going to answer my own question:
I have 3 chioces:
Turn on RIP
Build tunnel between R2 and R3
Create Static Routes
I chose to build another VPN tunnel between the two remote sites. The other two choices, RIP or Static Routers, will route traffic through the R1 router increasing traffic on an already busy router.
