FS728TP Ping Query

Make sure that all of your FS728TPv2 switches are on the latest firmware version. The latest firmware is v5.0.2.50 and you can download it here.
About your FSM726 and GS724T switches, what is their specific model number? Is it FSM726v2 and GS724Tv4 respectively? Make sure that both switches are also in the latest firmware version.
The bigger picture is that I want to connect the switches to an NTP server. The GS724T will connect OK (and the server is physically connected to it), but none of the FS728TP switches will connect.

Kindly try the steps below:
1. On the web-GUI of the FS728TPv2, go to System > Management > Time > SNTP Server Configuration.
a. In the Server Type list, select DNS.
b. In the Address Field, enter 0.uk.pool.ntp.org (refer to the link I shared above).
c. In the Port field, set it to 123.
d. In the Priority field, enter 1.
e. In the version field, enter 4.
f. Click Add
2. Do the same procedure in step 1 but this time enter another NTP time server.
a. In the Server Type list, select DNS.
b. In the Address Field, enter 1.uk.pool.ntp.org (refer again to the link I shared above).
c. In the Port field, set it to 123.
d. In the Priority field, enter 2.
e. In the version field, enter 4.
f. Click Add
3. On the web-GUI of the FS728TPv2, go to System > Management > DNS > DNS Configuration.
a. Select Enable on the DNS Status
b. In the DNS Server field, enter the IP Address of your DNS server.
c. Click Add.

Note: You may also want to try using the equivalent IP addresses of both 0.uk.pool.ntp.org and 1.uk.pool.ntp.org (refer to the link I shared above) and go through the steps above again to further isolate the problem.
About the ping query, let us try below to isolate the problem:
1. Disconnect one FS728TPv2 from the existing network then go to Maintenance > Troubleshooting > Ping. Try to ping the devices directly connected to it. Are you able to get replies?
2. From step 1, set any port to be a member of the Management VLAN. Connect a PC to that port and set a static IP address correctly on it. Then, ping the PC. Are you able to get replies?

Thanks for responses up to now. Please bear in mind I'm no IT guy, electronics is my background.
Ignore the NTP issue for now (the network isn't connected to the outside world, hence the local time server PC).
Hardware / software versions...
FSM726v3 (8.0.1.36)
FS728TPv2 (5.0.2.50)
GS724Tv4 (6.3.1.34)
Refering again to the diagram, the time server PC connected to the GS724T (VLAN 110, IP address 192.168.10.2) can ping the device on the FS728TP (VLAN 101, IP address 10.127.68.232), as the VLAN routing configuration allows this.
Pinging 10.127.68.232 from the GUI of the GS724T switch yields...
Reply From 10.127.68.232: icmp_seq = 0. time= 0 usec.
Reply From 10.127.68.232: icmp_seq = 1. time= 0 usec.
Reply From 10.127.68.232: icmp_seq = 2. time= 0 usec.
Tx = 3, Rx = 3 Min/Max/Avg RTT = 0/0/0 msec
However, trying to ping 10.127.68.232 from the GUI of the switch it is connected to yields...
Tx = 1, Rx = 0 Min/Max/Avg RTT = 0/0/0 msec
Note that in the routing configuration there is no entry for the VLAN 1, as the switch throws it out with the error message "Error! VLAN Routing mode cannot be enabled on Management VLAN"
As per your suggestion I've also added the port that the device is connected to into VLAN 1 (as well as its original VLAN 101) and still no ping is possible.
