Setup DHCP server on M4300-24X

I'm having trouble setting up a M4300-24X switch as a DHCP server. Are these switches capable of being setup as a DHCP server? I've tried the following guides but I'm still seeing a link local address on every device I try plugging into the switch:

I'm trying to setup a DHCP address range from 192.168.254.0 to 192.168.254.254 and exclude addresses below .100 from the DHCP pool. 

If anyone could provide any info on how to do this it would be greatly appreciated.
