R7000 half internet speed (upload 600, download only under 300)

I have some issue with r7000.

my download speed was limited under 300 mbps. 
I have try fw 0.42, and many other fw but cannot fix this issue. 
I have off QOS. 

current fw is 0.216.
anybody have solution?

    If you ever had parental controls, access controls, qos, or traffic monitoring on, factory reset and reinstall. 

    Make sure not to enable those services. 

    Then test it.

      I have off all of them, but it notworking. 
      let me try factory reset.

      f6600pr7000I have do factory reset but it still not working
      I take a result from F6600p zte (picture 1) 

      I don't known what wrong but seem they limited download speed around 300mbps (picture 2) 
      look like they had limited, but I off all feature QOS, parent control, access control already

        What is the brand and model# ISP Modem or ONT the router is connected too?

         

        Here is my R7000 results connected to a NG CM3000 cable modem:

        Wired PC behind the R7000:

        R7000 onboard speed test which has always never been accurate:

         

        No Armor, Access Cntrols, Circle, Traffic Meter enabled.

        FW updated and factory reset and setup from scratch.
