cannot connect to 168.192.1.1
My local tech thinks Dell is prohibiting me from connecting to 192.168.1.1. I'm trying to see if there is a firmware update available.
Suggestions appreciated.

Is that accurate? R6400[v1] or R6400v2? Look for "Model" on the
product label. Connected to what?> My local tech thinks Dell is prohibiting me [...]
Why? Why would "Dell" care? How? How could "Dell" be "prohibiting"
you from doing anything? Time to look for a smarter "local tech"?> Suggestions appreciated.
"prohibiting me" is not a useful problem description. It does not
say what you did. It does not say what happened when you did it. As
usual, showing actual actions (commands) with their actual results
(error messages, LED indicators, ...) can be more helpful than vague
descriptions or interpretations.A clear description of what _does_ happen would be more useful
than a vague description of what does _not_ happen.
What's the IP address of your (Dell?) computer? Which is connected
to what, how?Visit http://netgear.com/support , put in your (actual) model number,
and look for Documentation. Get the User Manual (at least). Read.
Beyond the basic set-up instructions, look for the LED descriptions and
"Troubleshoot".

above. Presumably "168.192.1.1" was an error?- michaelkenwardGuru - Experienced User

Who told you that? That's a local address on your own network. It is supposed to be the way into the graphical user interface (GUI) of your R6400. Dell has no way of controlling it.
What messages do you see when you try to connect?

Visit the support pages:
Support | NETGEAR
Feed in your model number and check the documentation for your hardware.
That page will also have any software, firmware and drivers for your device, if they exist.
