Cannot access admin login page

I am unable to access the admin login page via gateway IP or routerlogin.net/.com. I am connected through Ethernet and whenever I try to access the admin login page to change router settings, it give an error saying that the device has been blocked by access control. I have tried factory resetting the router several times with no luck. I have also tried connecting to the WiFi and accessing the router with the Netgear Genie app using the default admin/password, but it just times out. I noticed that even after the factory reset, the gateway IP is 192.169.1.1 instead of the default 192.168.1.1.

   Following the instructions in the User Manual?

   Try the reset and reconfiguration with nothing connected to the
router's WAN/Internet port.  A proper "factory" reset should restore the
expected default LAN IP address, but if the WAN/Internet port is
connected to something on the same subnet, then many things are
possible.  (But I still wouldn't expect "192.169.x.y".)

   I'd also forget the Genie app, and stick to the (simple) web-browser
interface with a wired connection.

   What are you connecting to the router?  Some Windows system?
Something else?

I also forgot to mention that, while I can connect to the router using Ethernet/wifi, about half the time I cannot even get the device blocked error (the page just times out) and any ping requests to the router time out as well.

Thanks, disconnectin all of the ethernet cables from the router while resetting it fixed the problem. I guess it was having issues resetting its gateway IP with devices connected.
