There is no network congestion as I am the only user of the network.
ReadyDROP, the process for the ReadyCloud App routinely uses 70%+ of Network capacity. Hence, my inability to get anything done when it's running.

And you know these facts how? While it is certainly possible that ReadyCloud is using most of your Surface's available network speed, that would likely be because you have something mis-configured, throttling the available speed. Your issue with web pages tends to confirm that. It is extremely unlikely that ReadyCloud is using that much of your internet connection.
If your NAS is on the same network as the Surface, then ReadyCloud is using virtually zero of your internet speed.
When you see close to 100% utilization of the network in Task Manager, what send and receive speeds is it reporting?

I know these facts by using windows task manager. ReadyDROP uses 70%+ of my network. I didn't configure anything "special" with the ReadyCloud app: I simply installed it per instructions. Lastly, I don't like your insinuation that I'm an idiot and that it's extremely unlikely. I post what is happening with my system. Period. Specifically, ReadyDROP is using 70%+ of my network. Also, there are only two other devices that ever connect to my network: my TV (currently off) and my iPhone. There is no network congestion since this is a 100 MB up and down connection. When the ReadyCloud app is running I get MAYBE 5 MD down and 0 MB up when using speed.googlefiber.net. Most times, the speed test won't even load because it takes so long for a server to respond.
