Modem/Router to 2 Routers, One Green Light, One Amber No Data

Modem/Router to 2 Routers, One Green Light, One Amber No Data
I'm networking multiple homes on a rural property. I have a C7000v2 as the modem. Router 1 and Router 2 are both AC1200. A month ago the whole system was working great.
The connection between modem and router 1 works great. Light is green at LAN cable connection in back of modem. Internet at high speeds
Router 2 is getting no data. Lights on both modem and router are amber, so presumably they are connected. Just not getting any data through.
I have done all the standard reboots/factor resets, change ports etc. What is causing this connection but lack of data to Router 2 but green light/data on Router 1? What do I need to do to get the green light for Router 2?!?

do you have it in access point mode to prevent the double nat?

Remember, a reset puts the router back into its default state. A router is a router.
As @plemans suggests, that is not usually the best way to run two routers on a network.
