Perhaps you could share which provider this is?  The reason I ask is there have been two or three posts on this forum from Orbi users who got their Orbi from Verizon and were unable to update the firmware.  It seems the Orbi firmware has been "locked" and only Verizon can update it (and they never do).  Here's one such post:

Not saying this is your situation, which is why I'm interested to know who provided the Orbi.

Or try 2.2.1.210 in between for the RBR. 

RBS should direclty update to v16 with out any intermediate versions.
