What does the NETGEAR Switch Discovery Tool (NSDT) - conveniently available for Windows, Mac, and Linux - show?
Keep in mind most of these Plus switches have a very basic DHCPcd client on board. It certainly requesting a DHCP config from the LAN, however it's very quick in the startup - faster than any cable modem-router combo - and tends to fall back to the default LAN IP address, without retrying later again after a power failure.
