"located on ip network" is not getting router as gateway - dropping connection

I have a new Arris modem from Brighthouse cable. Also have JGS524Ev2 and GS108E. Both of the netgear devices are on the newest firmware and set to DHCP. Oddest thing is when looking at them through Config utility it shows one of my PC's as the local gateway in the "located on IP network". This used to show the gateway before I had issues and had to sent the 24 port back. Now it will not let me assign a static address and any machine I hook it up to, it takes on the IP of the machine as the gateway. 

I have reset everything. Getting really frustrated after spending money on new switches and they do not really work. There have been no changes besides the new modem. My other switches work fine. 

Other odd thing is when I turn off the machine that is lending the IP, it shuts down the connection to anything else on the switch. I have everything in the house as DHCP now and only one router and one wireless access point.

 

Any ideas?

    I have some questions before I can give you an advice. How do have the devices connected? Do you have a diagram of your network?

      Thanks for the reply! Seems the issue I am having after some more troubleshooting is when I power off my PC with the prosafe software, it kills my entire network.

      Here is the order of network. 

       

      Modem --> Path 1: Switch (Netgear with issue) Right now 2 devices attached. This PC and Smart TV.

      Modem --> Path 2: Switch (unmanaged) to other various devices around the house and 1 PC.

       

      Everything is set to DHCP and then I reserve IP and usual port forward. No repeats on any devices or ports. Have reset modem/router. Seems whenever I shut this PC down, network goes down with it. Never had this issue before this new Netgear device, which is also a replacement. 

      If I use my old Dlink DGS-1224T I have zero issues. Was buying these to kind of replace some of the older hardware. Couple months old now so I can't get my money back. 

      Any thoughts?

        Hi JNolan, 

         

        I don't see a router on your network order. I believe that you are aware that  the JGS524Ev2 and GS108E are not DHCP servers. Usually, an arris modem only gives you a single IP address. So this brings me to another question, which device gives out the IP addresses? Where is your DHCP server?
