M4300 blocking layer 2 PTP messages

Thank you for reporting this issue and sorry about it. Be sure we are going to help you fix it.
I suspect a configuration issue if Layer 3 works but not Layer 2. In order to review we will need you to run the latest software. Please upgrade to 13.0.13.7 here https://www.netgear.com/support/product/m4300-52g-poe-plus%20550w%20psu.aspx#download
Then, please export the tech-support file out of the switch (if using the Web UI, Maintenance/Export/HTTP File Export/Tech Support in the drop-down menu list).
