Problem fixed, IGMP on master clock was is in version 2 but IGMP on netgear switch was is in version 3. Downgrade to version 2 and all works fine.

As I understand, the port 1/0/9 connect to PTP Source, the port 1/0/11 and 1/0/13 connect to PTP receiver, am I right?
If so, port 1/0/11 and 1/0/13 should learing IGMP groups from PTP reciever. And on IP mroute table: 1/0/9 should be 'incoming port', 1/0/11 and 1/0/13 should be 'Outgoing port'.
Beside: Switch with treat all RFC defined IP Range as multicast stream, 224.0.0.0—239.255.255.255
