I have read your posts and there some suggestions below：
1.Suggest to enable flow-control on all ports of xs708t.
2.By default XS78T's all ports are belong to vlan1.So if your use xs708t at default settings all ports are in vlan1.
therefore need to check whether Cisco SG100-16 and PF Sense Router are in vlan 1 or not.
If possible ，you can also send me your configuration files about xs708t， Cisco SG100-16 and PF Sense Router
