VLAN issue
Hi trying to setup ports 13-24 on VLAN 1 as part of our network. They have all been tagged as 'U' in our VLAN Membership. They also all have a PVID of 1. But for some reason ports 17 and 21 are no...

What's switch type in your envrionment? Could you please share the screenshot for the 'VLAN Membership' config page(GUI go to Switching-->VLAN-->Advanced-->VLAN Membership), as currently port 1/0/17 and 1/0/21 not include VLAN based on your description. It's will be better that you can collect more info with CLI command 'show running-config interface 1/0/17&1/0/21'.

Looks like the VLAN configuration is correct.
Then please do check if there is some other configuration on port 1/0/17 and 1/0/21, example: stacking port? mirror port? or other will impact VLAN members...
