You've got 2 problems.
1. the FS726T only has 2 gigabit ports. The other ports are all fast ethernet 10/100mbps ports. so that'll bottleneck
2. Cat 5. Cat 5 is only rated to 10/100mbps. Cat 5e is rated to gigabit (and a little faster for short runs). The occassional cat 5 can potentially run gigabit if a high enough quality, 4 pairs, and short enough length. But its a sketchy setup.
so even if you upgrade your switches to gigabit, it doesn't mean the condos will receive gigabit connections. But they might be able to do better than the 65mbps that they're getting.
(fyi, you can stream 4k with a 25-40mbps connection)
