I followed your suggestions and the results are the same.
At this point I would have to say this is a defective unit.
Do I need to contact NETGEAR and coordinate a exchange with them or with Amazon. This unit is not even 24 hours old.

Did you purchase the FS728TP switch second hand? If yes, then I advise you to get a replacement from the seller where you have bought the FS728TP switch.
If ever you are the first owner of the FS728TP switch, you may either open an online case with NETGEAR Support or get a replacement from the seller where you have bought it.

Thank you for your help, I received a new switch from Netgear today. Two questions if I may.
1. Is it safe to say to NOT upgrade the firmware as it seems that firmware was what caused this issue.
2. While using the SCC or the web interface, if I choose the device view I am prompted to download the Java plugin and get it here. When yo choose the hyperlink it takes you to Java main page. I did some research on the forum and it seems that your device is looking for Java SE. Is that accurate? If so what version of Java works best? It seems that other users have had issues with anything over Java SE 7.

I'm glad that NETGEAR provided you with a new switch. :) Here are my answers to your questions:
1. For me, its ok not to update the firmware of the switch as long as the switch functions as it should. However, I would still consider upgrading the firmware because newer firmware versions includes bug fixes more specifically about security vulnerability. By the way, I've checked that you have an FS728TPv2. So if you decide to update the firmware, I advise you to do it via a wired connection by connecting a PC directly to a LAN port of the switch. The FS728TPv2 latest firmware is v5.0.2.45 and you can download it here.
2. About Java, there are several posts wherein the fix is to use Java 7. Some posts indicates Java 7 update 80 while some posts mentioned to use Java 7 with Internet Explorer. Let me share a post which confirms that using Java 7 works with Device View on NETGEAR Smart Switches:
