Please forgive my lack of networking knowledge while I try to work out if I have the necessary hardware to do this. I have a GS110TPv3 smart managed switch installed in a AV rack for broadcasting...

Stronögy suggest to keep the LAN on a common IP subnet, hopefulla unuyed at many different venues, according to the RFC1918 private IP subnet scheme.
Since there is no DHCP server on this GS110TPv3 Smart Managed switch model, use the router LAN config to define the IP address pool for the intended subnet.
You can operate of course static and DHCP addreses on an subnet or broadcast domain, but these have to match your NAT router LAN subnet.
What you expect and ask for is typically not a Smart Managed Switch feature
Never use a NAT router WAN port to connect the LAN, unless you exactly know what you are doing, e.g. in a router bridge mode config, so the venue network does take over the DHCP and IP addressing.
Plese tell us more about the intended usage, we're happy to help.
