I think I've run into a dead end, but I'll answer your questions in case I've not.
1.) Nothing else connected to the switch. Brand new out of box.
2.) Factory reset the switch, the router, and the modem individually through different tries. I've been here for hours trying different things and different orders.
3.) The switch itself doesn't have a power button, but I tried this with unplugging it, starting the modem and router, then connecting the RJ45, then plugging in the switch.
Same thing happened. Now, for the dead end, and with the warranty out on the 9-month factory reconditioned modem, I think I'm screwed. I unplugged the switch from the router, then restarted the modem and router on their own. Now the modem doesn't work at all and has the top four lights (green power, amber up, down, and internet) blinking and the bottom two solid amber. So looking at support issues for that, it seems like it's now a brick. I'm not sure, though.

a switch shouldn't be taking the modem down or requiring a modem reset.
if you connect a pc to the switch (without the router) are you able to log in and adjust it?
