I have check the configuration from the screenshot you put.
The configuration is right and MFDB(multicast forward database) entry created dynamically by multicast device.
So multicast traffic should no longer be forwarded to the unknown devices which have not register to MFDB.
As you said, all port LED blinking all the same, meaning huge multicast traffic, two suggestions for you:
*Please backup the configuration on GS724Tv4 before you try these suggestion, easy to rollback in case not working.
1) Enable validate IGMP IP header to block invalid IGMP packets.
This function will help us block invalid IGMP packets which don't have a standard header.
*Note: We need to disable IGMP snooping global and then enable it to make the function above work correct.
*Can't make sure all TV follow the standard IGMP, so please rollback If your TV or PC can't receive multicast stream any more.
2) Try to take 2nd suggestion in case 1st one don't work.
Enable IGMP query mode on your VLAN.
This function will help you to identify other multicast device (Routed TV or Switch).
You can also change the query interval to larger value for reducing network packets.
*Note: We need to disable IGMP snooping global and then enable it to make the function above work correct.

Could you share me your TV's module? (apple?)
Did any device use MDNS for multicast forwarding?(AirPrint)
Which OS worked on your NIC?(Linux?Windows 10?)
