The number of supported VLANs in the Basic 802.1Q VLAN mode is limited to each switch model number of ports, like 5, 8, and 16. This is a basic design decision, keeping the simple Web UI, and avoid "impossible" configs.
For users requiring larger and more complex VLAN designs, the Advanced 802.1Q VLAN mode is always available - so up to the max of 64 VLAN, a management VLAN, and much more.

Not that off-topic, sorry, the topic is talking, after all, about associated bugs/resolution to new VLAN features introduced on the GS308EPP, apparently to match the more moderne one of other products in the same Netgear range.
*On the VLANs limitations :
I understand your point, but this really is limiting these little switches to the far end of the edge, or almost so.
But even then, the consistency of detailled features accross the little Netgear manageable switch range is not very good.
Hopefully the VLAN advanced mode is here, you're right, but VLAN basic mode is what most expect, and the artificial limit, arbitrarily set as the number of port, is very restrictive when you need a basic trunk port.
Please keep in mind a port configured as a trunk need VLANs to be declared in the GS308EP/EPP to pass-through this trunk... To me, an 8 port manageable switch, made by Netgear should be capable to handle that 64VLANs in Basic Mode also.
Users with more advanced VLAN needs, will look for many other features anyway. In other words, setting a higher limit will not cannibalize pro gear, but this is an open discussion.
*On the Backups :
There is another astonishing point I did not raise, regarding Backups on the GS308EP :
On of the GS308EPP, the backup of the config in VLAN Advanced mode is not human readable.
On the MS308E, on the contrary, it is (Backup file human readable in advanced mode). This is very effective.
Besides, if I remind well, backups are human readable when in VLAN Basic mode only on the GS308EP.
*On the ARP leakage :

Based on my most up to date checks,
offendeous ARP packets from the GS308EPP switches disappear when disabling UPNP Switch disovery on all GS308EPP Netgear switches, but one.
Alone, a single GS308EPP Netgear switch, with UPNP Switch disovery enabled, does not send these ARPS over undesirable VLANs.
But (sorry I'm complicated), then, the GS308EPP switches are not discoverable by the Netgear discovery tool anymore.
Indeed, on the contrary to the more modern MS308E I use for reference, the GS308EPP does not implement the NSDP (Netgear Switch Discovery Protocol), nor the mDNS Discovery. Minor inconvenience, but still useful for some.

When talking of features and fuctions, only the actiual product Data Sheet and the User Manual are relevant.
Alone, a single GS308EPP Netgear switch, with UPNP Switch disovery enabled, does not send these ARPS over undesirable VLANs.
Proofs to me the Management VLAN feature introduced on the GS108EP/GS108EPP/GS308EP/GS308EPP with some v2.0.0.x version was added to the simple IP stack glued on on the classic Plus switch hardware design.
That glued-on IP stack isn't fully integrated to the management VLAN, because the models listed above are not built on a true Managed Switch Core, thus the ARP requests become visible all over.Indeed, on the contrary to the more modern MS308E I use for reference, the GS308EPP does not implement the NSDP (Netgear Switch Discovery Protocol), nor the mDNS Discovery.
- All the GS108EP/GS108EPP/GS308EP/GS308EPP are - on the configured Management VLAN with the v2.0.0.x firmware - perfectly supporting mDNS Discovery, becoming visible on Windows 11 Network computers (on the appropriate VLAN or wireless SSID).

NSDP (Netgear Switch Discovery Protocol) is obsolete [as known insecure for configurations, and spanning the complete L2 networks]. As such, it was removed from products not depending on the NSDP discovery - where mDNS/SSDP became available.
Older models like the MS305E, MS308E, GS308E, GS105PE, or the GS108E model versions 3, and 4 (earlier models did not had a Web UI), continue to be discoverable by the NETGEAR Discovery Tool - using NSDP.
Just yet another (very active) community member, I can't tell you why
- NSDP was not fully removed from the MS305E/MS308E, repectivley substituted by
- mDNS is not (yet?) added to the still current MS305E and MS308E models, and why
- the MS305E/MS308E have not (yet?) received the Management VLAN feature.
FWIW, I have ordered a MS308E. Once received hopefully 2morrow, I will configure and test drive, and challenge NTGR Support about the missing Management VLAN feature, breaking product continuity on this Ethernet Plus Switch (newly named Easy Smart Managed Essentials Switch).
And please do not forget: In Netgear terms, Managed Switches are very different models only.
But (sorry I'm complicated), then, the GS308EPP switches are not discoverable by the Netgear discovery tool anymore.
mDNS/SSDP is the only discovery protocol remaining supported:
The legacy NSDP had to be removed to free-up Flash and Memory on these really tiny and minimal resource switches along with the introduction of the now also obsolete GS308EP Firmware Version 1.0.1.4Keep in mind mDNS/SSDP as implemented on the IP stack, which is limited to the Management VLAN configured, will only appear that VLAN.
While NSDP can be discovered anywhere on the L2 network, regardless of the VLAN config - even in the absence of mDNS/SSDP, these are perfectly visible in the NETGEAR Discovery Tool:
