Issue connecting specific devices over ethernet after router factory reset.

Your post is confusing. Do you have 4 devices connected to some sort of switch? Is the router also connected to the switch? What IP address do the devices "claim" to have? What is the IP range for your DHCP server? Why would you open NAT settings - are you trying to let the world access your LAN?
