MS510TXUP - POE doest not provide what is needed by Internet Access Point (Aruba 555)

I think the Aruba AP is getting necessary power from MS510TXUP without issue.
Power negotiation is one thing. However, actual AP's power consumption is another thing. For example, when only few packets go through the AP, the AP will comsume less power. Could you have maximum loading (maximum traffic throughput) to the AP's 5G and 2.4G bands? Will it increase AP's power consumption?
Not really. I have tried different settings, with two or three radio's on.
It feels like, that when it notices power, it gets to a minumum mode, and that is 13 watt. While it needs more, but is not asking more, as the AP doesn't ask anymore.
I strongly believe it has to do the LLDP connection, that the Netgear POE isn't able to communicate well with the Aruba. I asked Aruba, and they told me that there no settings I can configure or so, as it should communicate that it needs class 5, and 40w. As you can also see from the pictures I added to my post.
The router by the way, is a Ubiquiti UniFi Dream Machine, which has also a lot of settings. Not sure if that can impact the info that is shared between the Aruba IAP and the Netgear POE switch.

The Aruba AP has done LLDP communication with MS510TXUP and successfully negotiated at 40W. MS510TXUP cannot push 40W into AP forcedly. The AP pulls the power from PoE switch based on the AP's actual power consumption.
1, Could you ask Aruba why the AP only consumes around 13W when LLDP result is show as abvoe?
2, Could you ask Aruba how the AP can consumes more power and even to 40W?
3, Turnning on radios is not equivalent maximum load. Could you add maximum load to all radio bands at the same time to see whether AP's power consumption gets increased (ex: testing it with iPerf on multiple PCs) ?
