From the Aruba is see the following information:
LLDP Power : Successfully negotiated at 40.0W Current Operational State : No restrictions (Overridden by LLDP) Eth0 HW POE status : POE BT, LLDP power: 40.0W Eth1 HW POE status : NONE, LLDP power: 0.0W
I think the Aruba AP is getting necessary power from MS510TXUP without issue.
Power negotiation is one thing. However, actual AP's power consumption is another thing. For example, when only few packets go through the AP, the AP will comsume less power. Could you have maximum loading (maximum traffic throughput) to the AP's 5G and 2.4G bands? Will it increase AP's power consumption?

Not really. I have tried different settings, with two or three radio's on.
It feels like, that when it notices power, it gets to a minumum mode, and that is 13 watt. While it needs more, but is not asking more, as the AP doesn't ask anymore.
I strongly believe it has to do the LLDP connection, that the Netgear POE isn't able to communicate well with the Aruba. I asked Aruba, and they told me that there no settings I can configure or so, as it should communicate that it needs class 5, and 40w. As you can also see from the pictures I added to my post.
The router by the way, is a Ubiquiti UniFi Dream Machine, which has also a lot of settings. Not sure if that can impact the info that is shared between the Aruba IAP and the Netgear POE switch.
